Are you prepared to manage when "things go right" and react when “things go wrong”? Recent events have demonstrated the need for a paradigm shift toward integrated risk management that considers safety, security and quality management in a cohesive manner. Equally, the need to have processes and procedures in the scope of emergency response planning seems indispensable.

The 1st edition of the Integrated Risk and Resilience Management Manual (IRRM) merges the previous Emergency Response Handbook (ERP) and the Integrated Risk Management Guide Manual (IRMGM), providing comprehensive guidance to any aviation entity who is planning to fully integrate their risk management components and improve their emergency capabilities.

This manual is a step-by-step guide on how to implement Integrated Risk and Resilience Management and Emergency Response, and is designed with a focus on the aviation industry. However, even non-aviation entities may consider the model and processes presented.

The manual showcases how to achieve full integration of any Safety Management System (SMS), Quality Management System (QMS), Security Management System (SeMS), Emergency Response etc., avoiding any risks associated with silos.

Why we developed the IRRM?

The air transport industry maintains its incredibly robust safety and security posture regardlessall the disruptions it faced over the last years. A whole range of events, including the pandemic, civil unrest, bilateral and regional political disputes, geopolitical and military tensions, radicalized behaviors of different groups of interest and State actors, economic uncertainty, emerging safety challenges as well as evolving security threats, have evidenced extremely high levels of interdependence and interrelationships in the risk landscape for international air transport.

The strong safety and security record air transport holds is surely thanks to robust risk management processes. Nevertheless, safety and security can and should be improved and adjusted to changing realities of more and more globally connected processes and identifiable interdependencies.

Recognizing this need, IATA took the initiative to develop the IRRM manual that aims to present integration concepts of different risk management approaches. It also includes content related to emergency response planning as an indispensable element of general resilience of any organization.

What's inside the Manual?

  • Chapter 2 – Enhancing Risk Management (Risk Management concept, Integrated Risk Management concept, Integrated Risk Management policy, framework and methodology, Risk Management process guidance, Risk Management culture and Risk Management implementation guidelines)
  • Chapter 3 – Emergency Response Planning (Emergency response purpose and understanding, Emergency response structure, documentation and processes, Technology Enquiry Center, crisis communication)
